Deems accessory dwelling unit (ADU) and junior accessory dwelling unit (JADU) permit applications automatically approved if local agencies fail to act within 60 days of receiving a completed application.

Allows local agencies to ministerially approve one ADU and one JADU per single-family lot (instead of one or the other), if certain requirements are met.

Requires local agencies to allow up to 25 percent of existing multifamily dwelling units to be converted to ADUs within the building structures.

Applies to all California cities, including charter cities, as a matter of statewide concern regarding housing development.

Provides that no state reimbursement is required because local agencies have authority to levy service charges and fees to cover the mandated program costs.
