AB 957 - Housing Omnibus Summary

• Modifies housing element inventory requirements to include sites owned or leased by cities, counties, or city and counties capable of higher-density residential development, effective until December 31, 2028.

• Changes receiver appointment procedures for substandard buildings by requiring notice be posted on the building and mailed first-class to all recorded property interest holders at least 3 days before filing, and requires petition to be served on the owner.

• Expands Housing for a Healthy California Program to allow grants for rental assistance in addition to capital and operating subsidies, and broadens definition of long-term rental assistance to include private-market landlords and master leasing sponsors.

• Limits county administrative costs to no more than 5% of total grant awards (unless department approves higher amount), caps long-term rental assistance at 2 times fair market rent, and removes requirement that counties contribute funding for projects assisted through federal Housing Trust Fund grants.

• Adds state covenant with No Place Like Home Program bondholders that revenues derived from Mental Health Services Act taxes will not be restricted in manner adverse to bondholders' interests.
