Creates the California Organic-to-School Pilot Program administered by the Secretary of Food and Agriculture through the Office of Farm to Fork to provide grants for school food authorities to purchase California organic food products for school meals.

Requires grant recipients to purchase certified organic, California-produced, whole and minimally processed foods for federal National School Lunch Program or School Breakfast Program meals, with grant funds covering up to 15 cents per meal or the actual cost difference, whichever is less.

Directs the secretary to award at least five grants with preference given to school food authorities serving the highest percentage of free/reduced-price meal-eligible students, located near agricultural production, offering universal free meals, or participating in federal produce procurement pilot projects.

Requires participating school food authorities to report on purchased products, farm sources, per-meal costs, student response, and procurement barriers; mandates the secretary submit a report to the Legislature within 18 months of the final grant award summarizing program outcomes.

Implementation is contingent on a one-time appropriation by the Legislature in the annual Budget Act or another statute.
