Removes requirement that persons in the business of renting properties must have a history of renting properties to receive CalWORKs homeless assistance payments.

Authorizes CalWORKs payments to housing providers with which families have executed a valid lease, sublease, or shared housing agreement.

Directs State Department of Social Services to implement provisions through all-county letters or similar instructions, with final regulations to be adopted no later than 24 months after issuance of instructions.

Specifies that continuous appropriation from General Fund shall not be made for purposes of implementing this bill.

Provides that if Commission on State Mandates determines bill contains state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
