Establishes the Student Civic and Voter Empowerment Program conducted by the Secretary of State in partnership with California Community Colleges, California State University, and University of California, effective January 1, 2020.

Requires each California Community Colleges and California State University campus, and requests University of California campuses, to distribute campuswide emails with voter registration deadlines, election dates, and voting information during the first month of each academic semester and one month before statewide elections.

Mandates each campus designate a nonpartisan Civic and Voter Empowerment Coordinator to implement voter engagement requirements, hold minimum three election outreach events annually, and develop a Civic and Voter Empowerment Action Plan with faculty and student input.

Requires the Secretary of State to develop a Students Vote Project website providing voter registration and election information materials to postsecondary institutions and to report evaluation results to the Legislature by January 1, 2021, and annually thereafter.

Obligates campuses to include election dates in academic calendars and post election reminders on social media, with the Secretary of State authorized to furnish social media content.
