Requires each cement plant operating in California to prepare and submit a facility-specific Environmental Product Declaration, Type III (as defined by ISO standard 14025) to the state board no later than January 1, 2022, with third-party certification.

Requires successful bidders on public contracts to submit product-specific Environmental Product Declarations, Type III, for each concrete mix purchased in excess of 500 cubic yards for a project.

Exempts concrete facilities that produce less than 25,000 cubic yards of concrete annually from the Environmental Product Declaration requirement.

Applies to awarding authorities including state entities, the University of California, and California State University.

Relates to the California Global Warming Solutions Act of 2006 and greenhouse gas emissions reduction goals.
