Establishes a grant program under the State Air Resources Board's Clean Mobility Options program to fund transportation to and from nonemergency medical services for older individuals and persons with disabilities in disadvantaged and low-income communities.

Eligible applicants include area agencies on aging, public transit operators, local or regional transportation agencies, and counties.

Requires funded transportation services to use zero-emission vehicles with capacity for 7-15 passengers, or near-zero-emission vehicles if zero-emission options are unavailable.

Authorizes allocation of moneys from the Greenhouse Gas Reduction Fund, upon legislative appropriation, to support the grant program.

Mandates the California Department of Aging to hold a public workshop by July 1, 2020 to identify funding sources and strategies for overcoming barriers to medical transportation services for older individuals and persons with disabilities.
