Establishes the California Coastal Resilience and Adaptation Leadership and Coordination Act of 2019, requiring the Secretary of the Natural Resources Agency to collaborate with the Director of State Planning and Research and other state entities on ocean, coastal, and near-shore terrestrial adaptation and resilience.

Requires the Secretary to communicate and coordinate with other countries, states, regional collaboratives, and subnational governments to share information on adaptation best practices, protect coastal and marine habitat, support sustainable fisheries, prevent ocean acidification, and mitigate climate change impacts.

Mandates the Secretary to use quantified risk assessments of climate change impacts to establish priorities and authorizes appointment of a designee to carry out required tasks.

Authorizes the Secretary to direct the Ocean Protection Council or other state boards and departments to support actions under the act and align state efforts to maximize climate adaptation outcomes using best available science.

Requires the Secretary to post an annual report on the agency website detailing progress on required actions and notify specified legislative committees of the report's availability.
