Requires insurance institutions and agents to provide notice of information practices to the general public and include categories of personal information collected and purposes for use.

Mandates implementation of comprehensive written information security programs with administrative, technical, and physical safeguards to protect policyholder information.

Prohibits insurance institutions, agents, and support organizations from selling personal information of insureds under 16 years of age without affirmative authorization (opt-in), with willful disregard of age deemed actual knowledge.

Prohibits unfair discrimination against applicants or policyholders who opt out of nonpublic personal information disclosure or refuse authorization for medical record information disclosure.
