Amends Section 16102 of the Business and Professions Code to expand veteran business license fee exemptions to any veteran who served in any branch of the United States Armed Forces and has been honorably discharged from active service.

Extends the license fee exemption to veterans who own a business by at least 51 percent, broadening eligibility beyond the previous requirement limited to hawking, peddling, and vending.

Requires county boards of supervisors to issue licenses to qualifying veterans without cost for any type of business operation.

Eliminates the previous exemption restriction that excluded spirituous, malt, vinous, or other intoxicating liquor from the fee waiver.
