Lowers voter approval threshold from two-thirds to 55% for local government bonds to fund public infrastructure, affordable housing, or permanent supportive housing for persons at risk of chronic homelessness.

Allows cities, counties, city and counties, and special districts to impose, extend, or increase sales and use taxes or parcel taxes for these purposes with 55% voter approval instead of two-thirds, if propositions include specified accountability requirements.

Requires accountability measures including listing specific funded projects, conducting annual independent financial and performance audits, posting audits publicly, and appointing citizens' oversight committees.

Defines "public infrastructure" to include water systems, sewers, wastewater treatment, sea level rise protection, parks, transit improvements, flood control, broadband expansion, hospitals, public safety facilities, and libraries.

Applies to any local measure for these purposes submitted at the same election as this amendment, and explicitly includes special districts in the lowered approval thresholds.
