Proposes adding Article XXV to the California Constitution to declare the fundamental human right to housing exists in the state and ensures access to adequate housing for all Californians.

Makes this housing right exclusively enforceable through public right of action.

Establishes that state and local jurisdictions share the obligation to respect, protect, and fulfill the housing right through progressively implemented measures consistent with available resources.

Requires implementation within an aggressive but reasonable time frame.

Requires a two-thirds vote of both legislative houses and voter approval to amend the state constitution.
