Proposes the University of California Equal Employment Opportunity Standards Act, effective January 1, 2021, requiring the UC Regents to ensure contract workers performing support services receive the same equal employment opportunity standards as UC employees doing similar work.

Defines contract labor exceptions allowing UC to use contract workers only when authorized by statute for emergencies, new student housing, special events with less than 30 days' notice, clinical staff from registries, or equipment training.

Requires contract workers cannot displace university employees, must be compensated at rates equivalent to UC employees performing similar work, and cannot adversely affect UC nondiscrimination standards.

Defines "support services" to include cleaning, food services, groundskeeping, security, medical assistant roles, and related nonsupervisory work, but excludes construction and craft work.

Allows the Legislature to enact additional statutes to enforce this measure; existing contracts in effect on January 1, 2021 are grandfathered until their term expires, is amended, or substantially changed.
