Proposes a constitutional amendment to authorize the California Legislature to legalize and regulate sports wagering by statute.

Adds a new subdivision (h) to Section 19 of Article IV of the California Constitution permitting sports wagering while maintaining existing prohibitions on other forms of casino-style gaming.

Requires a two-thirds vote of both the Assembly and Senate to pass, and must be ratified by California voters.

Maintains existing constitutional provisions authorizing tribal gaming compacts, horse racing wagering, charitable bingo, the state lottery, and charitable raffles.
