Permits California legislators to remotely attend and vote in legislative proceedings during a state of emergency declared by the Governor or President of the United States, provided the emergency prevents safe in-person attendance.

Remote votes have the same force and effect as in-person votes, and remotely attending members count toward establishing a quorum.

If one-fifth or more of a house's members are unable to attend due to being deceased, disabled, or missing during a state of emergency, a quorum may be established by a majority of members able to attend.

Allows the Legislature to authorize proxy voting by resolution and permits temporary filling of vacant member offices with pro tempore members when one-fifth or more of a house is deceased, disabled, or missing.

Requires each house to adopt rules implementing remote participation procedures by two-thirds vote no later than the end of the biennial session in which this amendment takes effect.
