Designates the 500-foot long bridge over Arroyo Pasajero Creek on State Route 269 as the Heart of the Valley Bridge to honor seven Fresno County residents who died on March 12, 1995, when SR 269 was closed due to roadway collapse and flooding.

Requests the Department of Transportation to determine the cost of appropriate signage for this designation and to erect signs upon receiving donations from nonstate sources covering the cost.

Notes that SR 269 has been closed over 551 days due to flooding since entering the state highway system in 1976, forcing Huron residents to travel a 28-mile detour during road closures.

Acknowledges the SR 269 Bridge Project will create three new bridges and modify the Arroyo Pasajero Creek channel to prevent future highway closures due to flooding, funded by $1.22 million from local sales tax Measure C and $28.9 million from the State Highway Operation and Protection Program.
