Designates a segment of State Highway Route 168 in Fresno County, from the State Highway Route 180 interchange to East Shields Avenue, as the Esther Padilla Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signage for this special designation and erect signs upon receiving donations from nonstate sources to cover the cost.

Honors Esther Padilla's 30+ years of social work experience, her service as the first Latina elected to Fresno City Council (1991-1995), and her role in facilitating construction of State Highways 180 and 168.

Recognizes Padilla's contributions to community relations, organ and tissue donation awareness in the Latino community, and her collaboration with school and government officials.
