Declares the state of emergency proclaimed by Governor Gavin Newsom on March 4, 2020, to be at an end and terminates all emergency powers granted to the Governor as a result of that proclamation.

Cites Governor Newsom's issuance of 39 executive orders that unilaterally changed 200 laws across most sections of the California code during the emergency.

Authorizes the termination under Section 8629 of the Government Code (California Emergency Services Act), which allows the State Legislature to end a state of emergency by concurrent resolution.

Notes that 29 of 58 counties have attested to their ability to locally manage the COVID-19 response, with 53 counties believed eligible to do so as of May 18, 2020.

Preserves the ability of local jurisdictions to proclaim their own local emergencies to respond to COVID-19 and receive state mutual aid support.
