Requests the Trustees of California State University and Regents of the University of California to conduct a study on the usefulness, effectiveness, and necessity of SAT and ACT tests for student admissions.

Study should evaluate norm-referenced versus criterion-referenced tests, achievement gaps based on ethnicity or income, test anxiety, test bias, and alternative admissions measures including Advanced Placement results, International Baccalaureate results, extracurricular activities, essays, teacher recommendations, and grade point average.

Study should include recommendations and, if necessary, develop a plan for phasing out SAT and ACT as a basis for admission.

Assembly Chief Clerk directed to transmit copies to California State University Trustees, University of California Regents, and the bill author.
