Legislature strongly supports existing fuel economy and greenhouse gas emissions standards and California's authority to enact stricter air pollution standards under its federal Clean Air Act waiver.

Legislature opposes the Safer Affordable Fuel-Efficient (SAFE) Vehicles Proposed Rule for Model Years 2021–2026, which would halt fuel economy targets in 2020 and withdraw California's waiver for greenhouse gas emissions standards.

California has received over 130 waivers since the 1960s under the federal Clean Air Act with bipartisan support, and 13 other states plus the District of Columbia have adopted California's motor vehicle emissions standards.

Withdrawing California's waiver would result in millions of tons of excess pollution, damage air quality improvements, impact public health, and risk billions in federal transportation funding for the state.

Legislature urges the President, Vice President, Secretary of Transportation, and EPA Administrator to reject the SAFE Vehicles Proposed Rule and will consider all appropriate actions to maintain vehicle emissions standards.
