Urges the President of the United States to declare June 19, known as "Juneteenth Independence Day," as a federal holiday

Commemorates June 19, 1865, when Union General Gordon Granger arrived in Galveston, Texas, announcing the end of the Civil War and freedom for enslaved people

Notes that Juneteenth has been celebrated by African Americans for over 150 years and is now observed in 47 states and the District of Columbia

Recognizes Juneteenth as a day of healing and significance in acknowledging the emancipation of all slaves in the United States

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, Congress members, and California's federal representatives
