Authorizes the Assembly Speaker to permit designated members to vote by proxy during floor sessions while a COVID-19 state of emergency exists.

Members eligible for proxy voting must be at higher risk from the COVID-19 virus and must submit a written request letter to the Speaker prior to each floor session.

Members voting by proxy must submit written voting instructions to the Chief Clerk before each floor session, identifying how they wish their vote recorded on each legislative action.

Designated leadership—including the Speaker, Majority Leader, and Republican Leader—cast proxy votes by operating the electronic voting switches of absent members, following their written instructions exactly.

Proxy voting authorization terminates upon adjournment of the 2019-20 Regular Session, termination of the state of emergency, or withdrawal by the Speaker; a physical quorum must remain present in the Assembly Chamber.
