Establishes protections for California's environment, public health, and worker safety by requiring state agencies to maintain standards at least as protective as federal baseline standards in effect on January 19, 2017, through January 20, 2025.

Authorizes private citizens to bring lawsuits to enforce air quality, water quality, and drinking water standards if corresponding federal citizen suit provisions are substantially restricted or repealed.

Requires the State Air Resources Board to assess changes to federal air standards every six months and adopt measures maintaining California's protections; allows the Occupational Safety and Health Standards Board and Department of Industrial Relations to adopt baseline federal worker safety standards as emergency regulations.

Prohibits the transport, sale, or purchase of fish, wildlife, or plants taken in violation of federal trade laws in effect on January 19, 2017, and allows California to list species as endangered or threatened if federal protections decrease after that date.

All provisions become inoperative on January 20, 2025, and are repealed on January 1, 2026; however, actions brought before January 20, 2025, may proceed to final judgment.
