Expands skateboard park safety requirements to include other wheeled recreational devices (nonmotorized bicycles, scooters, inline skates, roller skates, and recreational wheelchairs) in addition to skateboards.

Requires operators and public agencies to mandate that riders wear helmets, elbow pads, and knee pads; unsupervised public facilities may satisfy this requirement through local ordinance and posted signage instead.

Extends public entity liability protection to injuries from wheeled recreational devices used for stunt, trick, or luge riding at public skateboard parks, with the rider being at least 12 years old.

Requires local public agencies to maintain records of all known or reported injuries and claims (paid or unpaid) arising from skateboard or wheeled recreational device use at public parks.

Takes effect immediately as an urgency statute to prevent new liability exposure for local agencies operating skateboard parks as of January 1, 2020.
