Prohibits law enforcement agencies and officers from developing, acquiring, possessing, accessing, using, or sharing facial recognition or other biometric surveillance systems until January 1, 2026.

Prohibits law enforcement from acquiring or using biometric surveillance systems developed from or using biometric information collected without express consent of individuals whose information is contained therein.

Requires all government entities to submit written reports to the Legislature by March 31, 2021, disclosing whether they have developed, acquired, possessed, accessed, used, or shared any facial recognition or biometric surveillance systems in the past three years.

Prohibits all government entities from sharing images, recordings, or biometric information with any other person or entity for use in facial recognition systems or commercial biometric databases.

Authorizes individuals to bring lawsuits for violations, with statutory damages of $100 to $750 per individual per violation or actual damages (whichever is greater), plus attorney fees and injunctive relief.
