Amends Section 13260 of the Water Code to establish that implementation of management agency agreements between the State Water Resources Control Board and the United States Forest Service or Bureau of Land Management constitutes compliance with waste discharge requirements for nonpoint source discharges.

Prohibits any provision of such management agency agreements from being construed as limiting the authority of the State Water Resources Control Board or regional boards in managing or regulating water quality.

Removes requirement for the State Water Resources Control Board to report annually to the Legislature and Governor on the expenditure of waste discharge fees collected under Section 13260.

Makes clarifying language changes throughout Section 13260, including updating references to the "Geologic Energy Management Division" (formerly Division of Oil and Gas) in the Department of Conservation.
