Requires the State Oil and Gas Supervisor to make reasonable efforts to recover plugging and abandonment costs from the current well operator before seeking recovery from previous operators.

Mandates annual reporting through July 1, 2026 on idle and long-term idle wells, including identification of wells idle for 3+ years that lack valid management plans or have unpaid annual fees.

Requires the April 1, 2021 departmental report on hazardous and idle-deserted wells to identify specific locations and counties of affected wells and facilities.

Requires the October 1, 2023 update report to include location information by county for all wells, facilities, and projects related to abandonment and decommissioning efforts.

Authorizes the division to conduct inspections of production facilities at long-term idle wells and include violation findings in annual reports beginning July 1, 2021.
