CA SB1015

Establishes the Keep Californians Housed Assistance Fund in the State Treasury to provide rental assistance for people experiencing or at risk of homelessness.

Requires the Department of Housing and Community Development to distribute fund moneys to cities and administrative entities through competitive grants based on demonstrated need and geographic diversity.

Specifies that grants awarded must supplement, not replace, moneys already allocated under the California Emergency Solutions and Housing Program.

Finds that California has only 22 affordable rental homes available for every 100 extremely low-income households, with about 29 percent of renters spending more than half their income on rent.

Notes that one-quarter of the nation's homeless population and one-half of the nation's unsheltered homeless live in California.
