Repeals special transportation identification device provisions for motorcycles and makes competition all-terrain vehicles (ATVs) subject to identification requirements, effective until July 1, 2026.

Requires competition motorcycles and ATVs model year 2022 and newer to have vehicle identification numbers configured with specific digits and obtain competition identification to operate on public lands.

Establishes $126 special fee plus regulatory cost recovery for competition motorcycle and ATV identification, with funds deposited in the Off-Highway Vehicle Trust Fund for Department of Parks and Recreation public lands management and enforcement.

Requires State Air Resources Board to adopt regulations by January 1, 2023, prescribing when competition vehicles may practice on public lands, and mandates riders possess valid competition cards from sanctioning organizations.

Mandates competition-identified motorcycles and ATVs operating on public lands be equipped with mufflers, spark arresters, and noise-limiting devices, with Department of Parks and Recreation submitting program report to Legislature by March 1, 2025.
