Requires local educational agencies (school districts, county offices of education, and charter schools) to enter into memoranda of agreement with library districts or public libraries to provide every enrolled public school pupil with a student success card.

Memoranda of agreement must be effective for 5 years and may be renewed; must include provisions for pupil privacy, teacher training opportunities, free replacement of lost or damaged cards, and the role of credentialed teacher librarians.

Student success cards use a pupil's school-issued identification number or other agreed-upon identifier as the library account number; parents or guardians may opt their pupil out of the program.

California State Library must make available sample language for memoranda of agreement that local educational agencies, library districts, and public libraries may use.

Library districts or public libraries must report to the California State Library and Legislature by January 1, 2027 on increases in student success cards issued, library book and eBook use, and other library resource usage during the initial 5-year agreement period.
