CA SB1029

Authorizes the Board of Supervisors of Sacramento County to establish, by ordinance, a health authority to oversee Medi-Cal services in the county starting January 1, 2024.

Requires the health authority to designate at least 2 Knox-Keene licensed health plans to the Department of Health Care Services for approval to contract as Medi-Cal managed care plans in the county.

Establishes a 20-member governing commission with voting representation from Medi-Cal beneficiaries, community health centers, hospitals, physicians, behavioral health providers, and county officials, appointed by the Board of Supervisors.

Allows the health authority to pursue establishing its own county-sponsored local initiative health plan or negotiating a contract with an existing licensed health plan to provide Medi-Cal services directly.

Permits the Board of Supervisors to terminate the health authority by ordinance after satisfying existing obligations, with the Department of Health Care Services conducting an audit within 30 days of notice.
