Makes the Off-Highway Motor Vehicle Recreation Commission permanent by removing the January 1, 2023 repeal date.

Expands the commission's representational interests from 6 categories to 9, adding motorized access to nonmotorized recreation, environmental restoration, public health and safety, rural landowners or residents, and the public at-large.

Requires appointing entities (Governor, Senate Committee on Rules, and Speaker of the Assembly) to prioritize filling unrepresented interests on the commission, with preference given to lower-numbered interest categories when multiple are unrepresented.

Requires appointees to have expertise in their represented interests and mandates consideration of geographic and demographic diversity including race, color, religion, sex, ancestry, national origin, disability, and other protected classifications to ensure the commission represents all Californians.

Repeals Section 5090.16 and removes requirements for a stakeholder process and submission of recommendations to the Governor and Legislature regarding commission implementation.
