• Establishes the Healthy California for All Commission to develop plans for transitioning to a unified health care financing system, including single-payer options, with reports due July 1, 2020 and February 1, 2021.

• Extends Medi-Cal eligibility for one year postpartum for pregnant individuals diagnosed with maternal mental health conditions, subject to budget appropriation and suspended December 31, 2021 unless specified revenue conditions are met.

• Expands full-scope Medi-Cal eligibility to individuals ages 19-25 regardless of immigration status, effective after systems programming by July 1, 2019.

• Increases income disregard limits for aged and disabled persons from $230/$310 to up to 138% of federal poverty level, effective January 1, 2020 pending federal approval and system implementation.

• Modifies Program of All-Inclusive Care for the Elderly (PACE) payment rates to reflect lower enrollment and higher operating costs for new organizations entering previously unserved areas during their first two years.
