Authorizes the California Department of Transportation to transfer the Blues Beach property (approximately 172 acres located on State Highway Route 1 in Mendocino County) to a qualified nonprofit corporation organized by California Native American tribes for environmental protection purposes.

Requires the Blues Beach property to be maintained as natural habitat in perpetuity, with all deeds including restrictions limiting use to natural habitat purposes only.

Allows the Department of Transportation to enter into a cooperative agreement to provide one-time funding for future maintenance of the property, with the transferee nonprofit assuming long-term maintenance responsibility.

Requires the property to automatically revert to the Department of Transportation if the nonprofit fails to maintain it properly, ceases to exist, or violates restrictions on use, transfer, subdivision, or public access limitations.

Prohibits the nonprofit from transferring the property without department approval, subdividing it, using it for development mitigation, or restricting public access except to areas containing Native American burial grounds.
