Prohibits the use of any dog for hunting deer at any time, making it unlawful statewide.

Authorizes the Department of Fish and Wildlife to capture or dispatch dogs being used to hunt deer that are inflicting or threatening to inflict injury to deer.

Requires owners of identified dogs that have been captured or dispatched to be notified within 72 hours.

Specifies that no reimbursement is required from the state to local agencies for costs resulting from this new crime, as permitted under California Constitution Article XIII B Section 6.
