Establishes municipal wastewater agencies with authority to enter into voluntary agreements with stormwater management entities to jointly manage stormwater and dry weather runoff.

Authorizes municipal wastewater agencies to acquire, construct, operate, and maintain facilities for diverting, treating, discharging, and reusing captured stormwater and urban runoff.

Permits municipal wastewater agencies to levy taxes, fees, and charges consistent with existing authority to fund stormwater projects and enforce compliance with water quality requirements.

Requires all exercises of new authority granted under this chapter to comply with the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Clarifies that the chapter does not alter existing water rights, water rights law, or any existing programs, projects, authorities, or obligations for wastewater agencies or stormwater dischargers.
