SB 1053 Summary

• Enacts the Nurse Licensure Compact, allowing registered nurses and licensed vocational nurses to obtain multistate licenses that enable practice in all participating states under a multistate licensure privilege.

• Designates the Board of Registered Nursing as the licensing entity for registered nurses and the Board of Vocational Nursing and Psychiatric Technicians as the licensing entity for vocational nurses for purposes of the compact.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, with both boards alternating as state administrators and participating in a coordinated licensure information system tracking all nurse licensure and disciplinary history.

• Requires fees for multistate licenses to not exceed administrative costs, with fees deposited in the respective nursing board funds.

• Allows states to take adverse action against a nurse's multistate licensure privilege and deactivate privileges when disciplinary action is taken by the home state.
