Enacts the Physical Therapy Licensure Compact, allowing physical therapists licensed in one member state to practice in other member states under a "compact privilege" without obtaining separate licenses.

Establishes the Physical Therapy Compact Commission as a joint public agency composed of one delegate from each member state's licensing board, with authority to promulgate uniform rules for implementing the compact.

Requires member states to participate in a coordinated database containing licensure, adverse action, and investigative information on all licensed physical therapists and assistants.

Limits fees charged by the Physical Therapy Board of California for granting compact privileges to the actual cost of administering those privileges, with fees deposited in the Physical Therapy Fund.

Specifies that the compact becomes effective when enacted by the tenth member state, and allows any member state to withdraw with six months' notice while maintaining investigative and adverse action reporting requirements.
