Requires the Public Utilities Commission to evaluate federal reductions in lifeline telephone service subsidies and adjust state-level subsidies to ensure California lifeline subscribers retain affordable access to basic voice services.

Mandates that state subsidy allocations to offset federal reductions use existing resources to the extent possible without requiring incremental increases to universal service contributions.

Requires all internet service providers to file annual emergency operations plans with the commission detailing backup electricity procedures, mobile resources, emergency contacts, affordable broadband relief offerings, and broadband expansion plans by census block.

Allows the commission to decline entitlements under Sections 1001 or 5800 to corporate affiliates of internet service providers that fail to comply with the emergency operations plan requirements.

Takes effect immediately as an urgency statute to ensure timely access to critical communications resources during emergencies including the Covid-19 pandemic.
