CA SB106

Amends the Budget Act of 2019 by modifying appropriations for the Secretary of California Health and Human Services ($23,489,000), California Health Benefit Exchange ($428,629,000), University of California ($3,597,795,000), and California State University ($4,296,054,000).

Allocates $5,000,000 for the Healthy California for All Commission; $2,200,000 annually for three years for the Early Childhood Policy Council; and $5,000,000 for the Master Plan for Early Learning and Care.

Provides $15,000,000 to University of California for student food and housing assistance programs, and $3,500,000 for rapid rehousing for homeless and housing-insecure students; similar $6,500,000 allocation to California State University for student housing assistance.

Appropriates $6,000,000 to University of California and $6,000,000 to California State University for summer-term financial aid to California resident students, with funding suspended December 31, 2021 unless General Fund revenues exceed expenditures by specified amounts.

Declares the bill a Budget Bill effective immediately and identifies 48 related appropriations bills (AB 75-104 and SB 75-105) as bills providing appropriations related to the Budget Bill.
