Requires school transition services for pupils with severe disabilities to prepare them for "competitive integrated employment or supported employment" rather than only supported employment.

Establishes that the Employment First Policy prioritizes competitive integrated employment as the first option for working-age individuals with developmental disabilities, while preserving individual choice and not expanding existing service entitlements.

Defines "microenterprises" as small businesses owned by individuals with developmental disabilities with control over business decisions, and "self-employment" as work for profit in one's own business, both considered forms of competitive integrated employment.
