Exempts homeless assistance from the $100 liquid resources limit requirement for CalWORKs recipients seeking nonrecurring special needs benefits.

Eliminates requirement for families facing eviction to demonstrate the eviction resulted from financial hardship; instead requires families to provide a sworn statement of homelessness upon application.

Changes temporary shelter assistance approval from "immediately" to "the same day" as application and removes the requirement for county verification within 3 working days.

Removes the word "reasonable" from permanent housing assistance requirements for last month's rent and security deposits, and eliminates county welfare departments' right to refunds from these payments.

Expands disaster-related homeless assistance eligibility to include any state or federally declared disaster (not just natural disasters) and ensures domestic violence survivors retain access to a second 16-day shelter assistance period when they become CalWORKs recipients.
