Expands Penal Code Section 146e to include intent to cause intimidation or harassment (in addition to existing obstruction of justice and threats of bodily harm) when disclosing personal information of officials or their families.

Broadens the crime to apply to elected or appointed officials, in addition to peace officers, police dispatchers, and public safety officials currently covered.

Extends the types of disclosable information to include license plate numbers and vehicle descriptions, beyond the current residence address and telephone number.

Redefines "immediate family" to include spouses, parents, children, relatives within the second degree of consanguinity or affinity, and household members (current or within the prior six months).

Specifies that no state reimbursement is required for local agency enforcement costs under Article XIII B of the California Constitution because the law creates new crimes and changes penalties.
