Expands transitional kindergarten admission to include children who will have their fifth birthday between July 1 and August 31 of the following school year, in addition to existing admission criteria.

Children admitted under the expanded criteria must have parent or guardian approval and school board determination that admission is in the child's best interest.

Pupils admitted with birthdays after December 2 do not generate average daily attendance or count toward enrollment numbers until they reach their fifth birthday, regardless of admission timing.

Updates gender-specific pronouns from "his or her" to "their" throughout the Education Code section.

Makes the provision applicable for the 2015-16 school year and each school year thereafter.
