Establishes reentry assistance for persons whose criminal convictions are vacated, requiring each county to designate an agency by April 1, 2022 to provide case management services for up to two years.

Requires courts to declare persons factually innocent and vacate sentences when DNA testing proves they are excluded as possible perpetrators, with the prosecuting attorney allowed 10 days to file a motion to show cause.

Mandates the Department of Justice redact names and references of exonerated persons from records within 30 days and notify all relevant law enforcement agencies to do the same, unless the person intends to file a civil action or claim.

Increases compensation recommendations to the Legislature from $140 per day of incarceration to include economic damages such as attorney's fees and post-release medical expenses.

Authorizes private entities to serve as case management agencies for exonerated persons and requires them to receive annual compensation for reasonable administrative expenses in addition to goods and services provided.
