Requires notice of trustee sales on 1-4 unit residential properties to include a notice to tenants about potential right to purchase the property after the auction, effective until January 1, 2026.

Mandates trustees maintain a 24/7 internet website and telephone line providing free information about foreclosure sales, including sale dates, highest bids, and trustee contact information.

Prohibits trustees from bundling multiple properties together for sale; each property must be sold separately unless the deed of trust or mortgage specifies otherwise, effective until January 1, 2026.

Creates alternative bidding process allowing eligible tenant buyers to match the highest bid within 15 days after the sale, and other eligible bidders to exceed the highest bid within 45 days after the sale, for 1-4 unit residential properties.

Increases civil fines for vacant foreclosed residential properties from $1,000 to up to $2,000 per day for first 30 days, and up to $5,000 per day thereafter, with notice and cure periods of at least 14-16 business days required before fines are imposed.
