Requires the Student Aid Commission to notify students who qualify for community college enrollment fee waivers that they may be eligible for CalFresh (food assistance) benefits, to the extent the commission possesses relevant information.

Mandates the Student Aid Commission to confer with legislative staff and student advocates at least quarterly to improve the process of securing CalFresh benefits for eligible students.

Requires the Board of Governors of California Community Colleges to adopt regulations allowing students who qualify for enrollment fee waivers and have household income below 200% of the federal poverty level to also qualify for CalFresh benefits to the maximum extent permitted by federal law.

Expresses legislative intent to provide funding allocations to community college districts through the annual Budget Act to incentivize students to apply for and receive CalFresh benefits.

Clarifies that students attending at least one-half of the credits needed to graduate within four years (or two years for transfer students) are considered to attend at least half-time for purposes of federal CalFresh student eligibility exemptions.
