Requires pharmacists to dispense Schedule II and Schedule IIN controlled substances in solid oral dosage form in lockable vials with security features (alphanumeric passcode, physical key, or other secure mechanism) beginning June 30, 2021.

Mandates pharmacists provide patients with an educational pamphlet on controlled substance abuse and diversion developed by the California State Board of Pharmacy.

Requires manufacturers of controlled substances to reimburse pharmacies monthly for lockable vial costs within 30 days of receiving a claim, including net acquisition costs and dispensing costs, or face a civil penalty of $1,000 per day of delinquency.

Exempts pharmacists from lockable vial requirements if the patient would have difficulty opening the vial due to physical or mental condition, or if the substance is dispensed in a hospital or inpatient care facility.

Vendors providing lockable vials to pharmacies must offer customer assistance online or through a toll-free number at all times, and prescribers are not liable for adverse consequences from lockable vial failures or patient access issues.
