Creates the California Ethical Treatment for Persons with Addiction Act to establish ethical standards and protections for substance abuse treatment clients and their families.

Requires all licensed treatment facilities to adopt and distribute a client bill of rights ensuring access to licensed professionals, evidence-based treatment, individualized treatment plans, and safe, ethical care.

Prohibits unlawful marketing and advertising practices including materially false or misleading statements about treatment services, types of care, provider status, and false identity or contact information, with violations subject to civil fines up to $20,000 per violation.

Prohibits treatment providers, laboratories, and recovery residences from offering, paying, soliciting, or receiving anything of value or split-fee arrangements to induce patient referrals, subject to civil fines up to $20,000 per violation.

Authorizes the Department of Health Care Services, Attorney General, district attorneys, and private parties to investigate violations, pursue civil actions for damages (treble damages in private suits), obtain injunctive relief, and enables the department to suspend or revoke licenses of violating providers.
