Requires the School/Law Enforcement Partnership to develop a process and framework for mandatory interagency cross-reporting between school districts, county offices of education, and law enforcement agencies.

Mandates reporting of threats involving serious school crimes including school shootings, hate crimes, vandalism, drug and alcohol use, gang membership, and gang violence that would trigger immediate intervention.

Directs the partnership to coordinate with the statewide school safety cadre, school districts, county offices of education, youth-serving agencies, community-based organizations, and law enforcement in developing the reporting framework.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local costs, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
